Switching from Relume to Webflow: Is Figma Necessary?

Is it Ok to go straight from Relume to Webflow, and make the changes and adaptations in Webflow (skipping Figma)?

Absolutely. You can copy and paste every component directly into Webflow. You can even download the Chrome extension and browse / pull in components right from the Webflow UI.
