cc Matt J. Im not sure if this will help, but I was getting the same error. Then I realized I was on the free WebFlow plan that didn't allow for more than 1 page to be created so it kept failing.
The issue here is the error message is not specific enough and should reflect the actual problem. Anyway when I upgraded my WebFlow account it worked perfectly.
