Link Cursor Flickering Issue: Need Help Troubleshooting!

Hey All! I'm experiencing an odd problem. For all my links - there seems to be some glitch. It's flickering between the default cursor and the pointer cursor (mickey hands). It just goes back to the default and makes it seem like the link is unclickable. Does anyone know what this glitch is?

Not sure exactly why, but I also experience this but only when I have photoshop running. Quitting photoshop usually resolves the issue.

omg that was literally it! I don't usually have photoshop open that often but that was the only thing that did change. THANK YOU Giv I was going crazy trying to figure this out. Saved me!
