Adjusting Margin for Nav Bar 13 and 14 for Better Spacing

Minor Fix needed to Nav Bar 13 and 14. The padding is fine but the margin is too narrow. We need about 1 REM of space on the bottom but its best to be done at the header that way it builds and looks better.
