Understanding React Components vs. Webflow Components

Hi... I'm sorry, it's probably a noob question but I can't figure out why certain components are coded in React. This hero header, for example: https://www.relume.io/react-components/header-5 What is different from the standard webflow "not-react" component named header-5 too? Is there a scrolling effect or something?
