Of course, it’s just a lottie animation layered up a few times. Did the lottie in AE using the trim paths, exported a standard version and then one that’s slightly blurred. Layered them up and used the CSS filters to set one to overlay if I remember rightly. This gives that saturated effect. Added a few masks to fade out the ends etc to give a more seamless look.

You could implement some custom code that you can populate a data attribute to change the colour depending on the page with a small amount of CSS. If The Relume style guide has dark / light text you could implement the attribute to use the class function.

Sofian is right, thats why we use the heading 1 override tag etc. As Google reads it one way, but as users we sometimes want the H2 to be bigger than the h1 for better UX. 🙂
