Editing the Anchor Point for the Current State in the Content 27 Component

I got a quick question about the Component 'Content 27'. I don't understand how I can edit the anchor point for the current state. Currently, the text in the table of content gets highlighted, when the corresponding section is in the middle of the Viewport. This is confusing me, because if I click on the link, it scrolls correctly (Heading to the top of the Viewport).
The Screenshot shows the issue. Before I took it, I clicked on the link 'Haftung für Inhalte', so it scrolled this section to the top. but the next section 'Haftung für Links' is highlighted. That's why I think, that there is an invisible anchor, which activates the current state.
