Creating a Responsive and Interactive Report Webpage with Relume and Finsweet

Hey Lumers,

Just wanted to ask the community for some help on a project I’m doing with a local charity. We want to present a report, and do it in the form of a webpage on their website. Having looked around, this example seems to be something along those lines:

As you can see, they have a navigation within the webpage itself, taking the user to different sections of the report.

What’s the best way to create something like this using relume / finsweet?

Also, is there a resource / suggestions for animating richtext or text in general? Like to above webpage, I am looking to animate the underline for a link (making it appear from left to right).
