Separate Websites for English and French Versions

At a glance

I'm doing a website for a client that needs an English and French version.
Originally we were going to do 2 locales, but the client just showed an idea of a landing page that has 2 buttons - 1 leading to the french website and the other leading to the english website. 2 separate websites on 2 separate urls.
Is there any reason that one of these options would be preferred?

I would go with having two different locales - don't force users to make a choice if you don't have to. Especially when they have just landed on the site, you haven't built up any trust or reason for them to click through to find the right version for them. When people have to make a choice, they just click back and go to the next google result.
