I will then export to webflow

Making those kinds of edits won't be possible in Relume Site Builder. In Webflow, there are 3 different container classes you can use but you would have to go section by section to swap them.
container-small
container-medium
container-large (default)

ok great. will this also automatically change the text and image sizes within the container?

Hmm no - I think what you are looking for is Fluid responsive. Finsweet has a chrome extension for Webflow that has a Fluid responsive generator in it that would likely work with Relume.
