Contact Form Modals and Z-index Issues

A community member is having an issue with contact form modals not sitting at the top of the z-index, even though they have set it to 100. Does anyone have this issue with the contact form modals where they don't sit at the top of z-index? I have it set to z-index 100 and When I move the modal container out from the button nesting so the other sections don't sit over the top of the modal the button triggers don't work.
