You don't need figma to publish a website.
You can use relume and a platform to publish your website on the internet.

Relume is great when you want to publish your website on Webflow.

You can decide to use other platform but Webflow is the simplest.

can you publish straight from relume or do you have to use another platform like webflow?

You cannot from relume directly (so far)
You have to use a platform to publish your website.
